Portela has been a leading force in the selection and deployment of electronic health records (EHRs) by the Military Health System and Veterans Health Administration. He pioneered the ‘Clinical Automation via Functional Clusters’ concept, recognized as the best model for meeting criteria for the various stages of meaningful use – an increasing concern for healthcare organizations.
